> From a 2018 banking ban to a full licensing law: PVARA now regulates a market the government puts at over 40 million users.

For most of the past decade Pakistan's crypto market grew without rules. In April 2018 the State Bank of Pakistan (SBP) told banks and payment firms not to process, hold or facilitate virtual currencies, so millions of Pakistanis traded through offshore exchanges and peer-to-peer channels instead. The country spent 2018 to 2022 on the FATF grey list, which made money laundering controls the first question in any crypto debate.

The turning point came in 2025. The Finance Ministry set up the Pakistan Crypto Council in March, with Bilal Bin Saqib as chief executive and Binance founder Changpeng Zhao as an adviser, and announced a Strategic Bitcoin Reserve in May. On 8 July 2025 the President promulgated the Virtual Assets Ordinance, which created the Pakistan Virtual Assets Regulatory Authority (PVARA). In September PVARA invited global exchanges to express interest, citing more than 40 million users and over $300 billion in annual trading.

Parliament made the regime permanent with the Virtual Assets Act, 2026, passed by the National Assembly on 3 March, signed by the President on 4 March and in force from 5 March. PVARA issued No Objection Certificates to Binance and HTX in December 2025, and in April 2026 the SBP let banks open accounts for PVARA-approved VASPs and their customers, ending the 2018 banking freeze. On 21 August 2026 PVARA notified its Virtual Asset Services Regulations, which set capital from PKR 15 million for advisers to PKR 500 million for exchanges.

For builders the path is now defined but young. Anyone serving Pakistani users must go through PVARA's sandbox or its NOC process, register with the Financial Monitoring Unit, incorporate locally and then apply for a licence; firms already operating had to file for an NOC by 5 September 2026 or shut down. Stablecoin issuance is a licensed activity with 100% reserves, but PVARA's April 2026 advisory warns that bank stablecoin pilots need its prior approval, and crypto tax rules are still being designed.

### Snapshot

- Tokenisation & RWA: Developing. Asset-referenced tokens are a licence category; the government is exploring tokenised sovereign assets
- Retail access: Partial. Legal under the 2026 Act; transitional exchanges may keep serving users while NOC applications are decided
- Tax clarity: Developing. No crypto-specific tax rules yet; the Finance Ministry says a framework is being designed
