> Tokens yes, crypto no: Qatar licenses tokenisation of real assets in the QFC but still bars cryptocurrencies and stablecoins.

Qatar has taken one of the most cautious lines on crypto in the Gulf. In February 2018 the Qatar Central Bank (QCB) told every bank and financial institution not to deal in bitcoin or similar assets, open accounts for them or process payments to buy them. In December 2019 the Qatar Financial Centre Regulatory Authority (QFCRA), which supervises the country's onshore financial free zone, followed with an alert that virtual asset services may not be carried on in or from the QFC.

The turning point was a decision to separate the technology from the asset. Under the QCB's Third Financial Sector Strategic Plan, the Qatar Financial Centre Authority (QFCA) and the QFCRA consulted in October 2023 on a tokenisation regime, and the QFC Digital Assets Framework came into force on 1 September 2024. It gives legal recognition to tokens, smart contracts and property rights in tokenised assets, and creates licences for five token services: validation, token generation, custody, operating a token exchange and token transfer.

The same framework draws a hard line. Any token that does not represent a real right in property, or that works as a substitute for money, is an "excluded token": the rules name cryptocurrencies and stablecoins as examples, and the QFCRA confirmed on the day of launch that its 2019 restrictions remain in place. Onshore, the QCB has kept its own digital work to a wholesale CBDC programme for banks, which ran its first phase in 2024 and does not cover retail users.

For builders, Qatar is a market for regulated tokenisation of securities, sukuk, funds, commodities and real estate, not for crypto trading or payment tokens. The QFC Digital Assets Lab offers a route in, and in August 2026 the Cabinet approved a draft law on real estate tokenisation. Anyone planning an exchange, a stablecoin or retail crypto services should look elsewhere in the Gulf for now.

### Snapshot

- Exchange licensing: Prohibited. QCB barred banks from crypto dealings in 2018; virtual asset services are banned in the QFC since 2019
- Stablecoin regime: Prohibited. QFC rules treat stablecoins as excluded tokens; there is no QCB stablecoin issuance regime
- Tokenisation & RWA: Partial. QFC Digital Assets Framework (Sept 2024) licenses tokenisation of securities and real assets only
- Retail access: Restricted. No licensed crypto venue, and banks may not process transfers to buy or sell crypto
- Tax clarity: Restricted. No crypto tax guidance because the activity is barred; salaries are untaxed and business profits pay 10%
