New Body to Promote Tokenized Deposits Launches in October, Former BOJ Governor Kuroda Joins
- DCIO was established on July 1, 2026 as a successor to the Digital Currency Forum, with secretariat functions handled by DCP Inc.; representative director Eijiro Katsu (former Vice Minister of Finance) and deputy representative director Hiromi Yamaoka (former BOJ Payment and Settlement Systems Department Director-General) explained the launch background.
- Directors include executives from Japan's three megabank groups, Japan Post Bank, SBI Shinsei Bank, and GMO Aozora Net Bank, with special advisors including former BOJ Deputy Governor Masayoshi Amamiya and former FSA Commissioner Hideki Ito; more than 40 companies have joined or are considering membership, to be announced from October.
- The group cited three drivers: moving tokenized deposits from pilot use cases to social implementation, creating a unified policy-coordination window across ministries, and aligning with international standardization trends (notably Europe's consortium-based approach); Japan's tokenized-deposit efforts, including a 43-company interbank settlement trial and Japan Post Bank's planned FY2026 issuance, are drawing significant overseas attention.
