Ministry of Finance to Launch On-Chain Study Group for Instant Settlement of Government Bonds; First Meeting on October 8 — Report

  • Study group members include University of Tokyo professors Takahito Kato and Akira Kamo, Waseda University associate professor Junnosuke Shino, and private-sector strategist Chotaro Morita (All Nippon Asset Management chief strategist, representative of Walls & Bridge); the Ministry of Finance serves as secretariat with the Bank of Japan and FSA also participating.
  • The FSA separately held the first meeting of its own 'On-Chain Finance Forum for the AI Era' on the same day, September 30, to coordinate with other ministries on discussions including on-chain treatment of Bank of Japan current-account deposits.
  • The move follows an August Nikkei report that the FSA, Ministry of Finance and Bank of Japan plan a joint study group in summer 2026 targeting an early-2027 blueprint for instant settlement of bonds and stocks, and MUFG's August announcement of an on-chain JGB repo trial exploring tokenized deposits and stablecoins as settlement tools.
