Stocks, Bonds, and Funds to Be Issued as Security Tokens — Issuer Account Management Institutions Must Hold 4 Billion Won in Capital
The scope of security tokens (STOs) now covers traditional standardized securities — stocks, bonds, and funds — in addition to non-standardized assets.
Issuers seeking to register as issuer account management institutions (managing investor accounts directly) must meet a minimum capital requirement of 4 billion won and maintain qualified professional staff.
The FSC's pre-announcement of the amendments runs October 2 to November 11, 2026, ahead of the underlying law's effective date of February 4, 2027.
