"DeFi and OTC Crypto Services Need Access and Transaction Restrictions" [FSC/KIF Research Report Series, Part 3]
The Korea Institute of Finance (KIF) submitted the report to the Financial Services Commission (FSC) at the end of last year, covering Phase 2 legislation and stablecoin-related AML system improvements.
The report recommends classifying DeFi and OTC support service providers as unlicensed operators and imposing access and transaction restriction measures on them.
Rather than naming decentralized/OTC support providers as direct regulatory targets, the report urges broadly interpreting the definition of AML/CFT-regulated "virtual asset business" to bring them into scope.
