FSA Requests Earlier Shift to IC Chip Reading After Document Image Leak — Crypto Exchanges Also Covered

  • The FSA's alert makes three requests: review cybersecurity measures (including outsourcing risk management and incident-response readiness), re-check non-face-to-face ID verification for signs of tampering in document or facial images, and move up the shift to IC chip reading, which it calls an "extremely effective" anti-fraud measure, ahead of the revised enforcement regulation's effective date.
  • After the revised rule under the Act on Prevention of Transfer of Criminal Proceeds takes effect, the smartphone-based method of photographing and submitting an ID document plus a selfie will no longer be allowed; exchanges using this method must switch to IC chip reading (e.g., via Japan's My Number card).
  • The Cabinet Secretariat's National Cyber Policy Office held a related interagency meeting on October 8, with Cyber Security Minister Toshiharu Furukawa calling for stronger measures by businesses; separately, on the same day the FSA also published a dedicated page listing unregistered crypto exchange operators it has issued warnings to, most recently adding the operator of "IZAKA-YA" in September, with major overseas exchange Bybit having been listed three times since 2021.
