"CARF Introduced Before Crypto Asset Taxation... Enforcement Foundation Needs Review"
Professor Byun Hye-jung (University of Seoul) raised the issue at the Korean Tax Law Association's autumn conference on October 14 in Yongsan-gu, Seoul.
CARF (Crypto-Asset Reporting Framework) was implemented in Korea ahead of domestic taxation rules for virtual/digital asset income, creating a sequencing mismatch.
She warned that exchanging information before a taxation framework exists reduces predictability for taxpayers and businesses and raises administrative and compliance costs; repeated deferral of income taxation was cited as a contributing factor.
