About

The Digital Economy Council of Australia (DECA) describes itself as the peak industry body for Australia's blockchain, digital asset, AI and Web3 sectors. Its origins go back to 2014 and the Australian Digital Currency Commerce Association, which merged with Blockchain Australia in 2019. Blockchain Australia rebranded as DECA in June 2024 to cover the wider digital economy.

DECA is a membership body led by chief executive Amy-Rose Goodey and a volunteer board. It runs events, education and working groups, and makes policy submissions to Treasury, ASIC, AUSTRAC, the Reserve Bank and parliamentary committees on digital assets, payments, AML/CTF, tax and AI.

On crypto policy, DECA has engaged at each stage of the Digital Assets Framework Bill. It responded to Treasury's exposure draft in October 2025 and to the Senate Economics Legislation Committee inquiry in February 2026, arguing for narrower definitions and alignment with AUSTRAC's virtual asset terminology. The bill passed Parliament on 1 April 2026 and received royal assent on 8 April 2026. DECA has also pushed for tokenisation reforms, including a taxonomy for digital assets and regulatory sandboxes.

Policy engagement

Made an October 2025 submission to ASIC on regulatory simplification calling for coordination across agencies as firms adapt to Treasury's Digital Asset Platform bill, AML/CTF rule changes and the CARF rollout.
