About

Phan Duc Trung is a Vietnamese finance and technology executive. He studied energy economics at Hanoi University of Science and Technology. He later worked as investment director at Techcombank, was chief executive of FPT Capital from 2007 to 2009 and deputy general director for finance at FPT Group from 2009 to 2011, and became vice chairman of TienphongBank in 2011.

Since 2020 he has focused on blockchain. He founded DeCom Holdings in 2020 and the ABAII Institute of Blockchain Technology and Artificial Intelligence in 2024, and heads 1Matrix, a company set up in 2025 to build Vietnam's blockchain service network. He was standing vice chairman of the Vietnam Blockchain Association from 2022 and has been its chairman since January 2025.

He comments regularly on Vietnam's crypto asset pilot under Resolution 05/2025/NQ-CP. He welcomed the resolution but argued that its VND 10 trillion capital requirement differs from international practice, which puts more weight on technology, compliance, insurance and anti-money laundering controls. He has warned that no Vietnamese exchange yet has the staff and technology for safe custody, and has proposed a public private model in which the state sets the rules and firms build compliance into their platforms.

Policy engagement
