About

The Vietnam Blockchain and Digital Assets Association (VBA) is a non-profit industry body set up in 2022 under Decision 343/QD-BNV of the Ministry of Home Affairs. It describes itself as the first legally recognised organisation for the blockchain sector in Vietnam. It was founded as the Vietnam Blockchain Association and changed its name on 25 July 2025, keeping the VBA abbreviation, to cover the digital asset market as well as blockchain technology.

Phan Duc Trung has chaired the association since January 2025. At the time of the renaming it had 115 official members from finance, technology and education, and more than 200 cooperation agreements with partners including Boston Consulting Group, Tether, Chainalysis, Dragon Capital and ACAMS. It also runs the Vietnam Blockchain Service Network (VBSN), a domestically controlled multi-chain infrastructure.

Policy work is a core activity. In 2024 the association held or joined around 100 events, 40 of them on policy advocacy, and it says it spent two years gathering industry feedback on the legal framework for digital assets. Under the crypto asset pilot set up by Resolution 05/2025/NQ-CP, it co-organised a March 2026 dialogue with the State Securities Commission on supervising and licensing pilot exchanges, and is named by the regulator as a partner in investor education.
