About

The Japan Virtual and Crypto assets Exchange Association (JVCEA) is a general incorporated association set up on 29 March 2018 by 16 registered crypto exchange operators. It was originally called the Japan Virtual Currency Exchange Association and has since been renamed. Its membership lists 33 business members and 4 preparatory members. Satoshi Hasuo, chair of Coincheck, became chair on 30 June 2026. This is his second term in the role.

The Financial Services Agency certified JVCEA as a self-regulatory body under the Payment Services Act in October 2018. In April 2020 it was also certified under the Financial Instruments and Exchange Act, which covers crypto derivatives. Its remit now spans crypto exchange, electronic payment instrument (stablecoin) trading, funds transfer and crypto derivatives business. It writes self-regulatory rules, inspects members, handles complaints and can sanction firms.

JVCEA and JCBA jointly asked the government on 30 July 2025 to tax crypto gains separately at 20%, with a three-year loss carry-forward. The ruling parties' FY2026 tax reform outline of 19 December 2025 adopted both measures for qualifying crypto assets. They will take effect once crypto moves under the Financial Instruments and Exchange Act. JVCEA also tightened its security rules after a 2024 hack at a member firm, and in April 2025 it adopted rules for selling crypto to qualified institutional investors.
