About
Tsai Yu-ling (蔡玉玲), also known as Jaclyn Tsai, graduated in law from National Taiwan University in 1977. She served as a district court judge from 1982 to 1991 and was then general counsel for IBM Taiwan and IBM Greater China. In 1998 she co-founded the technology law firm Lee, Tsai & Partners. She was Minister without Portfolio in the Executive Yuan from November 2013 to May 2016, where she worked on e-commerce and electronic payment rules.
She has chaired the Taiwan FinTech Association and is now its honorary chair. She also chairs the Asia FinTech Alliance. She has convened the legal committee of the Taiwan Blockchain Alliance and is senior adviser to the Taiwan Virtual Asset Service Provider Association.
After the Virtual Asset Service Act passed in June 2026, she said the law's regulatory clarity should draw institutional capital into the sector. She urged priority for New Taiwan dollar stablecoins as settlement infrastructure with practical uses. She named three remaining challenges: coordination across agencies, enforcement against offshore platforms, and openness to public blockchains.
