About
Ahn Do-geol was born in 1965 in Hwasun, South Jeolla Province. He holds a business degree and a master's in public administration from Seoul National University and a master's in public administration from the Harvard Kennedy School. He passed the higher civil service examination in 1989 and spent his career in the budget and finance ministries, serving as head of the Budget Office and then as Second Vice Minister of Economy and Finance from 2021 to 2022. He also worked as a public policy adviser at the World Bank and as a senior administrator in the presidential secretariat.
He is a first-term Democratic Party member of the National Assembly for Dong-gu and Nam-gu B in Gwangju, elected in 2024. He sits on the Fiscal and Economic Planning Committee and the Special Committee on Budget and Accounts, and is a member of the Democratic Party's digital asset task force.
In July 2025 he introduced a bill on the issuance and distribution of value-stable digital assets (bill no. 2211784), framing won stablecoins as a matter of monetary and foreign exchange sovereignty. The bill would require FSC authorisation, ₩5 billion minimum capital, full reserves held separately, redemption obligations and a ban on paying interest. In 2026 he proposed that won stablecoin issuers be structured with banks holding 50% plus one share and fintech firms 34%, and has argued that stablecoins should serve as payment infrastructure rather than interest-bearing products.
