About

The Digital Asset eXchange Alliance (DAXA) is the joint self-regulatory body of Korea's five won-market crypto exchanges: Upbit, Bithumb, Coinone, Korbit and Gopax. It was formed in June 2022. Its first chair was Lee Seok-woo, former chief executive of Upbit operator Dunamu.

Oh Se-jin, chief executive of Korbit, has chaired DAXA since January 2025. DAXA sets common standards for its members, starting with shared listing review guidelines in October 2022. It has since added risk indicators, internal control and ethics standards, advertising and transaction monitoring rules, and in May 2026 a standard to stop the improper lending of API keys used for price manipulation. It also publishes market disclosures and works with the Financial Intelligence Unit.

DAXA has moved into policy research. In September 2025 it set up a Digital Asset Market Research Group with the Korea Capital Market Institute, whose first report analysed the US GENIUS Act and digital asset bills in the 22nd National Assembly. In April 2026 it published a policy collection covering won stablecoins, capital-flow management, stablecoin risk management and tokenised real-world assets. Because it speaks for all five won-market exchanges, its standards and positions carry weight in the debate on the second-phase digital asset law.

Policy engagement

Published its 2026 Digital Asset Policy Collection (Apr 2026) with recommendations on won stablecoins, stablecoin risk management and tokenised real-world assets, and co-runs policy seminars with lawmakers.
