About

Yoo Dong-soo was born in 1961 in Buan, North Jeolla Province. He graduated in business administration from Yonsei University and worked as a certified public accountant. Before entering the National Assembly he was standing auditor of Incheon Urban Development Corporation.

He represents Gyeyang A in Incheon and is in his third term, first elected in 2016. He chairs the National Policy Committee, which handles financial legislation and oversees the Financial Services Commission. He has previously been the Democratic Party's secretary on the committee, its senior deputy floor leader for policy, and a senior vice-chair of the party's Policy Committee.

As committee chair he controls the timing of the Digital Asset Basic Act, the second-stage crypto law covering stablecoins. He has called it a law for the future competitiveness of Korean finance, pressed the FSC to send its draft, and said a combined government and party bill built on the FSC draft would be tabled in September 2026, under his name or that of Park Sang-hyuk. He has said the bill would address a bank-majority model for won stablecoin issuers and phased share sales or voting caps for major exchange shareholders.
