Licensed stablecoin issuer (Standard Chartered, Animoca Brands and HKT JV)
About
Anchorpoint Financial is a Hong Kong stablecoin issuer. It is a joint venture of Standard Chartered Bank (Hong Kong), HKT and Animoca Brands, set up in February 2025. It is a subsidiary of Standard Chartered Bank (Hong Kong), its largest shareholder. Dominic Maffei is chief executive.
Anchorpoint issues HKDAP ("HKD At Par"), a Hong Kong dollar stablecoin that runs on public blockchains. HKDAP is redeemable one-to-one for Hong Kong dollars and backed by cash and highly liquid assets. Anchorpoint uses a business-to-business-to-consumer model and reaches users through authorised distributors. It focuses on cross-border payments and the settlement of tokenised real-world assets.
Its three shareholders took part in the HKMA stablecoin issuer sandbox from July 2024. On 10 April 2026 Anchorpoint became one of the first two licensed stablecoin issuers, with licence number FRS01. It started a phased HKDAP rollout in August 2026 for institutions and professional investors, and is exploring retail access from as early as the end of 2026. It is one of the first live tests of Hong Kong's stablecoin regime.
