About

Johnny Ng Kit-chong is a Hong Kong legislator and company director. He holds a PhD from the Hong Kong Polytechnic University and did postdoctoral work at Tsinghua University. The press often calls him one of the city's most vocal advocates for Web3 and digital assets.

He sits in the Legislative Council for the Election Committee constituency. He served in the seventh LegCo and was re-elected at the general election on 7 December 2025 with 1,331 votes. For the 2026 session he chairs the LegCo Panel on Commerce, Industry, Innovation and Technology. He is also a non-official member of the Government's Task Force on Promoting Web3 Development, which the Financial Secretary chairs.

In the seventh LegCo he chaired the Subcommittee on Issues Relating to the Development of Web3 and Virtual Assets, set up in October 2023. The subcommittee reported in June 2025. Its report covered the stablecoin issuer licensing regime, the regulation of virtual asset trading, and support for Web3 firms and talent. He has backed stablecoin legislation and exchange licensing.
