About

Christopher Hui is a Hong Kong government official. He holds bachelor's and master's degrees in Philosophy, Politics and Economics from the University of Oxford and an MBA from INSEAD. He was an Administrative Officer from 1999 to 2003. He then spent 13 years at Hong Kong Exchanges and Clearing, where his roles included Managing Director for Market Development. He was Executive Director of the Financial Services Development Council from 2019 to 2020.

He has been Secretary for Financial Services and the Treasury since 2020. His bureau sets policy for the financial services sector and handles fiscal matters. It works with regulators including the SFC and the Hong Kong Monetary Authority. He is an official member of the Government's Task Force on Promoting Web3 Development.

In June 2025 he issued Policy Statement 2.0 on the development of digital assets. It is built around the LEAP framework: legal and regulatory streamlining, expanding tokenised products, advancing use cases, and people and partnership development. His bureau and the SFC have since consulted on licensing regimes for virtual asset dealers, custodians, advisers and managers. Together with the existing regimes for trading platforms and stablecoin issuers, these are meant to cover every main part of the digital asset market. In June 2026 he told LegCo that the HKMA had granted the first two stablecoin issuer licences in April 2026, out of 36 applications.
