About

Web3 Harbour is a non-profit Hong Kong industry association for web3 and digital asset firms. It was founded on 29 May 2023. Gary Liu, co-founder and chief executive of Terminal 3 and a former chief executive of the South China Morning Post, is its founding chair. Lawrence Chu of VSFG was founding vice-chair.

The association brings together builders, investors, law firms, consultancies and financial institutions. It had 42 corporate members as of June 2026. Its work runs through member-led working groups: Stablecoins & Payments, Legal & Compliance, Custody/OTC, Digital Assets & Tokenisation, and an APAC Policy & Regulatory group run with Global Digital Finance.

In June 2025 it published the Hong Kong Web3 Blueprint with PwC Hong Kong, setting out industry priorities for talent, market infrastructure, standards, regulation and funding. Its working groups have since fed into submissions and advocacy on Hong Kong's virtual asset custody, dealing, advisory and management rules. They also hold a quarterly dialogue with the HKMA. For 2026 to 2027 its advisory board has prioritised payments and settlement (including stablecoins), real-world asset tokenisation and agentic commerce.
