About

Duncan Chiu is a Hong Kong legislator and technology investor. He holds a Bachelor of Science in Business Administration from Pepperdine University. He has served as President of the Hong Kong Information Technology Joint Council, as convenor of the start-up think tank Innovate for Future, and as chairman of Lai Yuen Company Limited.

He represents the Technology and Innovation functional constituency in the Legislative Council. He served in the seventh LegCo and was re-elected in December 2025, winning 65 of the 71 votes cast. For the 2026 session he chairs the LegCo Panel on Information Technology and Broadcasting. He is also a non-official member of the Government's Task Force on Promoting Web3 Development.

He sat on the seventh LegCo's Subcommittee on Issues Relating to the Development of Web3 and Virtual Assets. He has argued that tokens should be regulated by function: some like securities, others, such as memecoins, left unregulated. He named OTC trading and custody rules as the next priorities. In June 2024 he called some licensing requirements for Web3 firms excessively stringent. In September 2026 he proposed that the SFC set up a dedicated digital asset division, with the aim of making Hong Kong an international digital asset hub by 2032.

Policy engagement

Was a member of the previous LegCo's web3 and virtual assets subcommittee. At Consensus Hong Kong 2025 called for distinct treatment of cryptocurrencies, stablecoins and memecoins, and named OTC and custodian rules as the next legislative priorities.
