About

RD Technologies is a Hong Kong fintech group focused on payments and stablecoins. It was founded in 2020, with former HKMA Chief Executive Norman Chan as founder, now a senior adviser. Rita Liu is chief executive. Dr Xiao Feng, chairman and chief executive of HashKey Group, chairs its board.

The group runs OristaPay, a business payments platform. It holds an HKMA stored value facility licence and SFC licences for Type 1 and Type 4 regulated activities. Investors include HongShan, ZA Global, Hivemind Capital and the Solana Foundation. It raised about US$40 million in a Series A2 round in July 2025.

Its subsidiary RD InnoTech was one of the first three participants in the HKMA stablecoin issuer sandbox in July 2024. There it tested HKDR, a planned Hong Kong dollar stablecoin backed one-to-one by reserves held in segregated custody. The group also co-founded an industry anti-money laundering council for stablecoins in 2025. Its work tests how a non-bank fintech can take part in Hong Kong's licensed stablecoin market.

Policy engagement

Its subsidiary RD InnoTech was admitted to the first batch of the HKMA's stablecoin issuer sandbox in July 2024 to test HKDR, a Hong Kong dollar stablecoin, for digital asset trading and cross-border trade payments.
